Why is camping someone on hook not punished?

As already said, camping (when no other survivor is around) is getting punished in that emblem category.
the devs also said that they have tested other punishment systems but those were to easily abused by the survivors and thus didn’t make it to the live/PTB version.
Also, if all 3 other survs would push gens that could also be considered punishing the killer (though personally I don’t see it as it just punishes everyone in the match with the most boring match imaginable, it also requires all 3 survs knowing that the killer camps and stays camping…)
