PC(doesnt really matter tho) Hook spawning right next to the killer shack with basement

On The Pale Rose, there is a chance for the hook to spawn on the killer shack with the basement in there. According to the patch notes, I believe there shouldnt be a hook spawning possibility within 16 meters of the top of the stairs in the killer shack. And last time I checked, the killer shack is right where the top of the stairs inside the killer shack is.
