Is "devotion" anything but an excuse for bhvr to give us less shards?

I don't really see the point of devotion levels. They don't seem to give any extra reward at least not that i am aware of and all they do is shrink your iri shard gains by resetting levels

    You gain shards faster at lower levels than higher ones. The larger reward is greatly offset by the slowed leveling.

    Resetting levels doesn't make you gain less shards. Yes, you receive less shards per level, but in compensation you level up with less XP.
