There's been so many times where mind-gaming survivors without the heartbeat or even abandoning the chase briefly (to get rid of chase music) comes in clutch. Not to mention that it triggers on any type of injury, so it is quite fun to play around with on different killers.
My favorite killer with it is Michael Myers (even though I know it doesn't trigger with T3) - makes me feel closest to the movie version - unpredictable and scary.

Yeah Hysteria is pretty good. Probably my favorite Perk from the Resident Evil chapter.

I've still not gotten much use out of it. The survivors I go against are just too aggressive and W-oriented.
