Killer concept: The Witch.
I’ve considered a few things that are often requested on this forum on a regular basis when formulating ideas for this killer.
This killer is ONLY an M1 killer. A “pure” M1 killer is something I’ve seen frequently requested. So taking inspiration from this, the power is PASSIVE. I.e. you have nothing mapped to the power button at all, and one of the passive abilities can be removed entirely.
I’ve seen posts asking for a shake up to Survivor gameplay, and for a shake up to objectives. Taking inspiration from posts making suggestions on this, I’ve implemented this into the killers power, giving survivors the means to significantly weaken the killer.
I’ve seen posts complaining that Undying was over nerfed (I strongly disagree with this sentiment), and some killers are still unhappy with the state of totems and their spawns. I didn’t want to come up with a powerful perk to address this that could then be used in an unbalanced way on other really strong killers, so i instead made this a unique, core part of this killers identity.
I know we already have an all Hex based killer: The Hag, but I still wanted to come up with a new Hex based killer regardless. So without further adieu...
The Witch.

“Power” - Dark Ritual.
Your devilish dealings in witchcraft allow you to cast a powerful spell that boosts the power of curses.
An altar will be placed at random somewhere in the trial. For as long as this altar stands, Hex Totems cannot be cleansed. Survivors must find 5 evil effigies scattered randomly across the trial, and return them to the altar. Once all 5 effigies have been returned to the altar, one survivor is required to perform the “burn” ritual at the altar, destroying the effigies, which in turn destroys the altar, and removing the spell that is protecting any Hex Totems within the trial. Survivors will then be able to cleanse Hex Totems like normal. The Survivor that successfully completes the ritual breaking the spell will become The Obsession. The Witch is given a loud noise (cleansing) notification upon the destruction of the altar.
“Passive Ability” - Familiars.
The crows bond with you is as intertwined as their ties to The Entity. See the auras of crows disturbed by survivors over an unlimited distance. (Survivors without Calm Spirit, once realising they’re up against The Witch will need to be ultra attentive to where crows are, and tread carefully to circumvent this strong tracking ability).
Perks.
Hex: Calamity
Crows are affected with heightened aggression. Whenever a survivor disturbs a crow, as long as the related Hex Totem stands, the crow will begin attacking the survivor. If a survivor being swooped by a crow does not complete the “shoo” action within 10 seconds, they will be put into the injured state. If the survivor is already injured, they will be put into the deep wound state. Calamity has a cool down of 20/15/10 seconds. (The “shoo” action can be performed while on the move, like the “crush” action while Victor is attached to a survivor. Also like the “crush” action, once the bar is full the survivor will be temporarily animation locked while swiping away at the crows to finally get rid of them. This Hex will keep survivors VERY busy, and very likely increase Calm Spirits popularity considerably. The cool down is to avoid situations where all 4 survivors are disturbing crows in quick succession).
Hex: Conniption.
The very presence of the innocent fills you with burning rage.
For as long as the related Hex Totem stands, you are granted a 50% decreased cool down on any successful or missed basic attacks or lunges. Does not stack with other decreased cool downs for missed basic attacks or successful attacks.
Hex: Conundrum
Your meddling in the dark arts breeds discourse amongst the survivors.
You become obsessed with one Survivor. The Obsession suffers from the Broken and Exhausted status effects for as long as they are The Obsession, and for as long as the relevant Hex Totem is standing. Whenever The Obsession unhooks, or heals another Survivor, that Survivor becomes The Obsession, thus alleviating themselves of the broken and exhausted status effects, and passing them onto the new Obsession. Provided the exit gates are not yet powered, and provided the related Hex Totem still stands, successfully killing, sacrificing, or bleeding out The Obsession causes one fully repaired generator at random to start regressing at 100/150/200%, and will need to be repaired again by Survivors. Regression penalties do not stack. (I really liked the idea of implementing, as seen in horror films, something that causes distrust and angst between protagonists whereby one is afflicted by something terrible, and is desperate to pass that curse onto somebody else. Conversely, although these other survivors will be mostly wanting to avoid having the curse passed onto them, they’re also given a very compelling reason to protect The Obsession at all costs until the related Hex Totem is found and cleansed. Explicitly making the perk exempt from regression stacking is to avoid cheesing with Ruin. A fully repaired generator suddenly regressing at 400% would be WAY too much. The hex will be very dangerous with Nemesis, or if a new Obsession is created by DS or For The People, as this could potentially proc additional fully repaired generators to regress upon that survivors death if the Hex is still active).

Hex: Calamity is an interesting idea.
Hex: Conundrum would 100% be the most complained about killer perk if it were ever implemented. I could see Survivor Insta DCing if they entered the match exhausted and broken. Which I guess would make the perk useless unless the Obsession changed?
As for the actual killer, the power is well thought out imo, but I just don't know if many people would... Play her. I like the idea of a killer that has a map wide presence like the Witch would have, and her natural game delay (if she were using powerful Hex perks) is nice, but people like using their power. Having a killer with no power would possibly make her very boring to actually play.

I can see where you’re coming from, but with the frequency at which I see it requested to have a “powerless” killer added, I’d guess something like this would appeal to them as it meets these players half way.

In a way, I suppose the Witch would be a really good killer to practice looping with. Good for new killer players to learn the basics before moving on to killers with more complicated powers.

I also wanted something that appeased old Freddy mains. No offensive ability other than M1, but passively gaining more information than any other killer.

You're very creative. I like the idea, other than someone being broken at the start. Maybe it could be a hex totem and the person to break the lit totem, becomes broken for a set time.

Conundrum is a Hex. Until the Hex Totem is found and cleansed, whenever an Obsession switch occurs, they get rid of the broken status and exhausted status, and the new Obsession becomes broken and exhausted.

Until it’s cleansed...
As strong as it initially sounds, it’s probably not going to get a lot of mileage out of other killers, even with Undying. I wanted a Hex uniquely tailored to this killer that naturally delays the cleansing of Hexes.

Hex: Connipition on Deathslinger would be nuts. 10 stacks of STBFL right off the bat is insane.
Hex: Calamity on stealth killers running hexes would be golden.
Hex: Conundrum is a bit worrisome as it encourages tunneling.
The Witch seems cool but I'm kind of worried how she would work with Undying + Devour Hope. Getting to 3 stacks of DH isn't that hard anymore with Undying, and survivors also having to cleanse a whole altar before being able to cleanse Undying would be too much imo.

The Obsession switching as part of Conundrum is meant to discourage Tunnelling straight out the gate.

Doesn't it switch to the unhooked person though? It basically encourages the killer to go for the person he just downed.

Personally, I just don't see them being very interesting to play against, as it seems like they'd be super predictable and super loopable. Their power is based on hex perks, so they're always going to be running the same few perks, and in chase, they're always going to just be a basic M1 killer, which doesn't spice up gameplay at all, and neither is it strong in chases at all, as tiles aren't built for M1 killers. With no new power to play around in chase, and the only power that changes up their gameplay being a little side objective, while simultaneously being very easily loopable as an M1 killer, I just don't see matches being very exciting or intense. On the flipside, I don't feel a lot of players would be super satisfied with a lack of chase power and a lack of active power, because using new and unique powers is what attracts players to a killer.
With the killer only just having Hex perk defense and some decent tracking strength, they'd probably end up on the very lower end of killers and quite underplayed. If your objective is to please survivor players that desire M1 killers, you're only pleasing survivor players, and killer players are just not going to end up playing them much.
