Because they can use it to gain free distance at will in a chase with little chance for the Killer to do anything against it.
It's indeed busted when trying to use it for its intended purpose, which is dodging hits.

That's because Dead Hard is a perk that has a lot of potential, and, if you use it properly, can easily be the best exhaustion perk in the game.
It's just that it has a tendency to be a inconsistent, and there are many times where you activate it too late, it doesn't activate at all, or due to connection stuff, you get exhausted on the ground.
It's also just a really, really fun and satisfying perk if you can successfully DH a swing-even if it's rare.

Because dead hard for distance still works just fine and doesnt come with the risk of getting exhausted on the ground and has pretty much zero counterplay.

Right now they'll be using it even more, and to even more effect. Pretty much any exhaustion perk on console lags both the survivor's and the killer's screen. So it's literally an unfair perk now because you swing, miss, and because it lagged the survivor gains even more distance from the miss than they usually would. This is why I have crossplay turned off, because I want to be facing players with the same disadvantages I have, then maybe the match will be even.

because if you would use it for its intended use then you would see it broken, using it for distance is the better way to use it

From someone who uses dead hard even tho it doesn't work at least half the time:
I run it with the hopes that it will actually work this time. I run it because I don't have anything else to run. 50% success rate with Dead Hard is still better than running Boil Over which does nothing 100% of the time(or 90% of survivor perks for that matter).
Play survivor, equip DH, play until you reach rank 1(to get a good amount of matches). Count how many times it doesn't work. I believe this will be self-explanatory and you won't be wondering about it anymore.
(no, playing one game doesn't count)
Also, not everyone tryhards every single game. DH is a fun, rewarding, and interesting perk. So as I said, we run it hoping that it may work this time and add a little fun to the, otherwise, boring gameplay loop.

i used to run dead hard all the time, the perk always worked when used properly. stopped using it because it's very boring. you have a 100% success rate if you don't just run into deadzones and try to dodge hits for no reason.

I'm on last gen console and dead hard has never worked for me without freezing the game, sprint burst is my go to exhaustion perk

If you use HD solely for dodging hits then it's a terrible perk, but most people use it for the distance which works most of the time.

When people say it doesn't work they're talking about actually dodging hits with it.
Which isn't exactly very reliable and is where the "exhausted on the ground" thing comes in. Not really a surpise, as it might be the single most latency-sensitive interaction in the game along with killers grabbing survivors off of actions.
