Difficulty Level

I was paying attention to the killers difficulty level and I notice that, on the Huntress it says intermediate and on Doctor it says Hard. No way in hell the Doctor is harder to play than Huntress. Or is it base on them getting their adept? Idk but Huntress takes skills i just think its weird but whats you guys thoughts on it?
