Are Key Remappers allowed?

This includes Tools and Hardwares. Are they allowed by bhvr or EAC within dbd?

    I'm not certain what a "key remapper" is but if it's just like using autohotkey to make one button press do something else no, and even if it was, it would be completely unenforceable.
