Game Crashes After Trailer As Well As When It Is Skipped.

This happens every time I launch the game (on PC.) I fixed this before by deleting steam and reinstalling everything (there was a guide specific to this issue but I forgot where it is) about a month or two ago but now it's back again. This started happening I think after another update to the game.
Deleting the game and reinstalling it doesn't fix this unless you delete steam itself.
I decided to post this here because I was getting no response on this in the steam discussion board. Is this an issue you guys are aware of? If so are there any other steps to fixing this because it's very annoying to have to delete steam and reinstall it every time this happens (and it looks like it's going to keep on happening regardless of how many times I reset it.)
