Clearly, Lisa Garland is the queen of legendaries, but share your vote!
Disclaimer: Alessa is included because I feel she should be treated as her own character and due to Silent Hill lore, she basically was (I think).

Chris would be second for me, but I'm also biased, so Lisa.
Off topic, but I'd disagree with Alessa being a legendary. While you are correct about her being her own sort of character, she still basically is both another 'form' (less form and more like Cheryl is a sort of reincarnation of Alessa) and looks quite different from Cheryl. I'm pretty sure they gave Cheryl her outfit mostly because of that rather than with the intention of exactly replicating Alessa.
Alessa herself IIRC is also too young to be in DBD as her 'own' character(if you consider legendaries to be that, though I'm pretty sure this would still apply to that aswell even if you don't).

On a serious note, the skin isn't that amazing compared to the other legendaries we have but being able to play lisa in high fidelity is just too awesome to overlook.

Lisa and Cybil pretty much just because they're the only official high quality models of original SH1 characters afaik. They kinda butchered Cybil though

Vastly overpriced is basically an understatement- legendary skins are literally highway robbery considering for the longest time they're no different in quality from very rare skins we've seen for 5 years now. Only recently did they start making a change for the better by changing the icons for legendary survivors, writing up a lore backstory, creating unique animations, and changing the voices of the characters so they don't sound the same as their original counterparts. But as far as I'm aware they haven't done this for all the legendary skins that exist in game, the earlier ones like Lisa, Cybil, and Jonathan all share their voices with Cheryl / Steve which is frankly outrageous.
What really frustrates me is the killer legendary skins, which have WAY more wiggle room for unique changes and improvements. But they don't, Minotaur-Oni still sounds like a rage filled samurai, his power icon is still the yamoaka oni mask, and most egregiously of all the Greek Minotaur still wields a Japanese Kanabo for some stupid reason instead of say a Greek Labrys which is more iconic to the island of Crete and the original legend of the Minotaur.
Legendary skins are too disappointing to support, except for maybe the most recent ones like Chris which I do think go all the way and have their own distinct voices if I am aware correctly.
All that being said it still hardly makes sense, when a brand new character like Ash Williams who comes with perks and everything costs essentially 5$. And the price of entire base game when it's not on sale is 20$.
