Survivor to level up next?

So far I've leveled up David, Dwight, Meg, Bill, Laurie, Jake. Currently, working on Steve, I just don't know who to go for after that, any ideas?

    Perk-wise the most reasonable options are Feng (Lithe) and Nancy (Inner Strenght), but technically you already got all the S-tier perks, so at this point you can just go for aesthetics.

    Also if you want quiet survivors, your friends will be Ace, Kate and Tapp. For natural immersion (and relatively okish perks, SC is still very popular) - Claudette.

    the recent survivor perks are all so niche. nancy has some good ones i guess. theres only like 10-15 perks worth running. and even that number goes down when u get to red rank.
