Will Steve and Nancy's perks be added to default bloodwebs even for those who don't own them?

Title. I had heard many people including Mandy say that. "Their perks will become 'base' and have their icons reworked" etc. but I didn't know if that meant they were just becoming generalized for Dead by Daylight due to the licensing issue or if it means that even if we don't own Nancy, Steve or Demogorgon as well, will all of their respective perks be added to everyone's bloodwebs even if they don't own said characters?

I'm sorry if this seems like a silly question but I just wanted clarification.

    As far as I understand and as much as I can interpret phrase "The newly generic perks will be earnable for all players through leveling up" from official FAQ - yes, their perks will be added to everyone's bloodwebs like Kindred or NOED. It's just that they won't be called the same, won't have quotes from Stranger Things and have different icons. The effects of perks, though, will not change.
