If this is true then good. Sorry but survivors suffering a steep stun penalty when dropping down from literally any height is enough for a killer to catch up in most cases. Lunge is just overkill. Killer is lucky enough they suffer absolutely no landing stagger.
I've been hit through balanced landing because it doesn't reduce the stagger completely and the killer lunges into the fall and actually hits me before I get the speed increase from BL. Idk, hopefully this helps alleviate that issue somewhat.

People aren't meant to throw themselves off a balcony when being chased by a killer. If they do, it shouldn't be expected for them to suffer no damage.

No way.

That's fine but a killer being able to lunge mid-air is silly

That isn't an "Issue" its an intended feature. The fall stun is there to punish you for dropping from a great height while in the middle of a chase. Its unnecessary and stupid to remove a killers ability to lunge in the air.

The issue I'm referring to is that you still suffer a small stagger when using Balanced Landing which has been enough for me to get hit through. When using balanced landing you do want to jump from high places. I've no problem with survivors suffering from a stagger upon landing by default.
Again this is why I just don't use BL since it's too niche. Sprint Burst, Lithe and Dead Hard are all more consistent/better. There's a reason people don't really use Balanced Landing it's inconsistent unless stacked with Haddonfield offering.
