Self Care perk missing from inventory - Xbox Series X

I noticed that Self Care is missing from my inventory on two survivors, Jill Valentine and Meg Thomas.
I was trying to put the Self Care perk on my Jill for using it with Bite the Bullet and noticed that I no longer have access to it. I had been using the level 3 version of it previously on Jill and have not yet prestiged with Jill. I then looked through my inventory on other characters and it is present on all of the high level ones except for Meg Thomas, who is also missing it. My level 8 Bill has level 2 Self Care in his inventory.
