Pin-Head Slowdown but no Hindered?

So Pin-Head is another killer that uses their power to slow down survivor movement just like Clown and Freddy. However unlike Clown and Freddy it seems that Pin-Head's chains don't apply the Hindered status effect after survivors are hit. I get how that could feel a little oppressive if it lasted any significant amount of time but then I think in regards to Nemesis and how his T-Virus applies a very brief hindered effect when hitting survivors.

I just think that if survivors can use the environment to break his chains and Pin-Head himself breaks chains that spawn in the way while catching up to the survivor then he should have just a little more slowdown effect.
