TLDR : Blight super speed and super slow with rubber banding effect

So I was playing on PC with Blight on Ormond and everything was going normally in the beginning until I downed someone using my bounce and then all of sudden I'm moving really quickly, but it's also giving me this rubber banding effect. After all the generators were repaired I again downed someone using my bounce and when I went to hook them I'm suddenly moving really slowly even in my bounces with the same rubber banding effect. The perks that I had were devour and thrilling tremors, but I don't think that had anything to do with it.

I'm not sure if this was a bug specific to blight or the map Ormond or if someone was doing something to change my speed, but I wanted to report it cause I was accused of hacking even though I wasn't.
