    Fix the event for survivors and this problem will just vanish.

    Behaviour, you need to just unlock all 60 to be completed by either side.

    How did you not realize that four people finishing the event on survivors would immediately add four people to the killer queue? Even if killers had the same progress (which is obviously not the case) it would only be one killer switching sides for every four survivors switching sides. Yet you made it bottleneck by making killers take longer to finish. They should have had 1 hook = 1/3 vial, and two more flower hooks to start and two flower hooks added per offering.
