Does using speed addons with Wraith increase his uncloak speed boost?

After fully uncloaking, you get a speed boost. Do the addons that increase his ms increase the speed boost?

    No, the speed boost after uncloaking remains the same regardless - windstorm only increases cloaked movement speed.

    This is why swift hunt is popular on him - less time spent uncloaking means less of the speed boost is needed to catch back up.
