Is the repair 10 gens while cooperating bugged?

I just finished 2 gens while working on them with other people and the achievement still has 0

Unfortunately yes it is. Until it's fixed it's best to circle around it.

so basiaclly im stuck there if i dont play killer? i dont have power struggle and this one bugged is blocking the challenges unless i do killer...

Yes, but it should get fixed with the next patch and you are still able to reach the end (either with Elodie or with killer challenges you could theoretically easily farm or something.
