is it true that if you can avoid playing with cheaters by not readying up?

I heard about if cheaters are in the lobby for more than 40s, the host of the game forces a check on them to see if the anti cheat is running. if the check fails, they are kicked. So if you can avoid playing with cheaters by not readying up. is it true?

    None of what you just put is true, especially the part about easy anti-cheat actually doing something.
