Can this be a starstruck bug? Or hacker?

So this is the killer perks first for understanding the situation.

Quick literal description :

I already got starstrucked ( as you can see the mark on the right ), so the perk cooltime will be activating. However, after the trapper got trapped, the perk somehow ( don't know if it is even starstruck ) activates again. I think it is a bug, or even a hacker. (Bug seems more reasonable)

    Starstruck has been buggy since release. They already fixed an issue where the timer random reset. So, this is likely another bug.

    It looks like a bug or latency. If he was hacking <which I doubt, also I need more info> then it is not very obvious but it seems to just be a bug with the effect appearing.
