starting a chase

so i think for a chase to have to start you must be able to see the survivor or be within the survivors proximity as they begin to sprint.

thing is, you can see the survivor, be in a chase with them sprinting, but not begin a chase with that survivor.

i can be a car length away (think haddonfield car length) and not be given the chase.

it really annoys me honestly on how close you have to be to the survivor before you are given the chase.
