Ghostface snapping out of stealth

For the longest time now, and I am still puzzled as to why incapacitated(Downed and Hooked) survivors can snap Ghostface out of his power. Sure you could argue it is a getting caught mechanic but it is not fun at all going away from a hook to cloak and then you get sniped by the survivor on the hook because they see a little bit of you and you get snapped out. Same with downed survivors. Both of these become surveillance cameras that will snap you out and put you on a 30 second cooldown. All of that for a power that gets countered by Spine Chill anyway. How is this fair?
