What if the Scout from TF2 was in Dead by Daylight?
Alright, I'm finally back with another TF2 character concept. Today I will be tackling Jeremy, better known as the Scout. We all know the Scout. Everyone loves him, and he knows it.
Survivor concept - the scout aka jeremy
So here we have a character who runs fast and is maybe a little too confident in his own abilities. Clearly, Jeremy works best as a Survivor. His in-your-face attitude distinguishes him from our current athlete Meg Thomas, so I will attempt to express that through his perks.
Perk: Sandman
You're good at hitting fast and hitting hard.
When you stun the Killer with a pallet, the stun lasts 30/40/50% longer.

Perk: Winger
You relish in the misfortune of others, but that sometimes comes back around to you.
When another Survivor is put into the Dying State, break into a sprint at 150% of your normal movement speed for a maximum of 3 seconds.
This effect of Winger causes the Exhausted Status Effect for 60/50/40 seconds.
This effect of Winger cannot be used when Exhausted.
When you are put into the Dying State, every other Survivor breaks into a sprint at 150% of their normal movement speed for a maximum of 2 seconds.

Perk: Shortstop
You can tap into your energy reserves when you need it most.
When Exhausted, press the Active Ability button while running and Healthy to gain a 7% Haste Status Effect for 10 seconds. Shortstop then deactivates until you are no longer Exhausted.
Shortstop cannot be used if more than 10/15/20 seconds of the Exhausted Status Effect remain.
Shortstop adds 10 seconds to the Exhausted Status Effect when used.

I tried to design these perks in ways that best reflect the Scout's playstyle and personality. Granted, it is hard to properly balance a character whose main ability is running fast. Feedback on these perks, whether it concerns balance or overall design, would be appreciated!
