So, I did some math in regards to the new Built to Last
Let's see if you follow my logic.
Commodious Toolbox with both charge add-ons: 32 + 12 +8 = 52 charges
Streetwise's 1.25 multiplier: 52 x 1.25 = 65 charges
Now we factor in new Built to Last's charge replenishment, plus our original charges: 65 + .99(65) + .66(65) + .33(65) = 193.7 total charges
193.7 charges divided by 1.5 charges per second gives about 129.13 seconds. In other words, it would take 129.13 seconds to use those 193.7 charges. (Which, for reference, is nearly 2.5 gens. 1 gen = 80 charges.)
But wait! There's more!
If you add the 36 seconds spent replenishing your toolbox in a locker to the 129.13 seconds you get 165.13 seconds total invested in using and charging your toolbox. And, if you divide 193.7 by that total time investment, 193.7 divided by 165.13 gives you a final efficiency of 1.173 charges per second.
For reference, Resilience by itself has an efficiency of 1.09 charges per second on its own, and finishes a gen in 73.4 sec. This Built to Last build would complete a gen in 68.2 sec.
In conclusion:
Streetwise with new Built to Last and a Commodious Toolbox with two charge add-ons can finish gens 7% faster than Resilience on its own without even needing to be injured.
Therefore, the ultimate gen rush build will probably be Streetwise with new Built to Last and a Commodious Toolbox with two charge add-ons, and either Prove Thyself, Fast Track, or Resilience as your final two perks.

Could double up with Resilience and Spine Chill. Don't know how much of a difference it would make, but faster is faster.

I think it would depend on 2 things. If the killer has Thanatophobia, Fast Track might be better. And if you're on a gen with another survivor Prove Thyself would probably help more than Spine Chill.
On the other hand, with no exhaustion perk, vault build could come in handy.

your math is correct. however this is not the best efficiency rating. The last use of Build to last is not worth using. If you use build to last only two times, It becomes 145.33/115.33 = 1.26 charges per second. You will do almost two generators worth of progress 25% faster. With another teammate and prove thyself. you can progress generators 2.49 times faster which is 49% faster. If two survivors run same build, they can progress the game 75% faster for total 4 generators.
Killer will feel like he is playing against 5vs1 in term of generator progression if 3 people bring same build.
