Fan Chapter: Frozen In Fear
New killer: The Ice Queen
Lore:
Adelaide Snowe never knew what love was. Heiress to a billion dollar fortune, she was raised by a strict nanny who insisted she grow up to be a proper young lady. It was this, perhaps, that led her to falling in love with her ski instructor -- a young man named Henry. Adelaide and Henry spent years together, as he taught her a love of ice and love of another human being. Her father never approved, but Adelaide didn't care. She wanted to marry Henry.
On the night of her engagement, Adelaide spent the evening with her friends celebrating the occasion at the Ski Resort where Henry worked. When everyone went home for the night, she went to find Henry -- only to find him in bed with a woman staying at the resort. Henry had her and her boyfriend as students earlier that day. Daggers in her eyes, she confronted him. Henry chased her out into the snow. Adelaide threatened to leave him, and the two struggled. A light shove one way, and Adelaide fell off the cliff. It wasn't the fall that killed her, though. She landed in a snow drift, left there by her now ex-fiance.
The bitter cold made her shiver. She thought rescue crews would arrive shortly. But they never came. As hypothermia set in, a thick fog settled. It was an invitation. A calling for revenge... and maybe something more. Adelaide's body was never found.

Perks:
Hex: Weary Weather
- Everytime you hook a new survivor, gain a token.
- 2 Tokens - Missed Basic Attack Cooldown reduction of 8/9/10%
- 3 Tokens - Successful Basic Attack Cooldown reduction of 3/4/5%
- 4 Tokens - All Survivors are permanently exhausted
Cooldown
- When things heat up, you know how to keep it cool. Your other perks will cooldown 10/15/20% faster.
Icy Stare
- See the aura of the survivor furthest from you for 4 seconds. Icy Stare has a cooldown of 100/90/80 Seconds
Power
Frostbite -
The Ice Queen can throw ICICLES at survivors. These do not damage survivors, but instead increase their cold level. Survivors inside the Ice Queen's terror radius also (slowly) increase their cold level. Survivors can decrease their cold level by going to one of Four Fire's around the map. It takes 5 seconds per level (up to 15 seconds) to reduce cold level to 0.
Effects of Cold Levels:
Tier 1 - Survivors will shiver (similar to sounds made by survivors when sick from Nemesis infection) and Cannot fast vault.
Tier 2 - All effects of Tier 1 + Survivors suffer 10% repair penalty
Tier 3 - Survivors are exposed and if are injured, are broken.
Ice Queen throws Icicles similar to the way Trickster throws blades, but she doesn't have to reload.
Additionally, Ice Queen can use her icicles on Generators to cause them to raise the survivor's Cold Level as they work on them. (Similar to Plague's vomit)
ABSOLUTE ZERO
The Ice Queen's Secondary Ability Absolute Zero builds up as Survivors use campfires to reduce their cold level. When used, Absolute Zero will instantly raise the cold level of all survivors within her terror radius by 2 levels. Absolute Zero also causes all Camp Fires to be put out, requiring survivors to restart them (Takes 10 seconds)

Lore:
A suave, handsome man Liam was an instructor at a ski resort in Switzerland. Liam was quite the ladies man, often dating his students. He could never quite settle down with just one. Liam's love for the ladies was only matches by his love for the ice and snow. Once an olympic hopeful, his dreams went down the drain when he suffered a leg injury that relegated him to teaching others to ski.
One night while out on the slopes, Liam found himself enveloped by a thick fog. He heard the wails of a woman, rumored to be lost long ago. Following the wails, he found himself going deeper into the forest. Liam was never seen again.
Perks
Boon: Silent Stare
- Survivors within the boon totem range benefit from the following effects: Noises caused by survivors are reduced by 50/75/100% and will create no loud noise notifications from missed skill checks or rushed actions.
Bunny Slope
- While running on an incline (uphill or downhill) press the active ability button to start running at 150% speed for 3 seconds. Causes the exhaustion status effect for 60/50/40 seconds. Bunny Slopes cannot be used while exhausted. (Note: Stairs count)
Cool Under Pressure
- While in the killer's terror radius, unhook survivors 50/75/100% faster and heal survivors 2/4/6% faster.

Hex: Weary Weather
- As long as this totem stands, all survivors suffer from the exhaustion status effect. The survivor who cleanses this totem will become exhausted for 10/20/30 seconds.
-This hex is way too OP if it was part of a stage up token perk like devour hope then I'd be pretty balanced but by itself it needs heavy nerfing imagine this perk, haunted grounds, hex: undying, and X Perk You'd literally cancel out a majority of perks most game unless all survivors search for this hex totem from the start extending start game like corrupt intervention. Rip no mither users even more.
Cooldown
- When things heat up, you know how to keep it cool. Your other perks will cooldown 20/25/30% faster. - Absolutely terrifying for other killers to be able to run this 30% is a bit much it knocks 9 secs off 30 sec cooldowns but 18secs off of 60 sec cooldowns. If you want to make it have higher cooldown reduction you'd want it to be a hex: perk
Icy Stare
- If you've been out of chase for 40/35/30 seconds, you will see the aura of all survivors more than 40 meters away for 4 seconds.
-I'd actually buff this and make it 25 seconds of standing still and with cooldown taking it down to 17.5 seconds or even 15 seconds. to go 30 secs without activity and assuming at least 3 survivors are on gens you've lost up to 24% plus walking time per activation on each gen. But every killer usually has that one perk you usually nope on lol. could also rework it to have an even lower cooldown and only show one survivor more then 40 meters away for 4 seconds. or have it be a token perk.

You make some good points I hadn't considered.
I converted Weary Weather into a token based perk. Requiring you to hook each survivor once to get the permanent effect. I decided that like Devour, it should have an effect that the survivors won't be able to notice until at full power. But instead of a haste effect, killers get part of unrelenting, and one stack of save the best for last. Should make it slightly more bearable, and has the advantage of encouraging the killer to go after different targets.
I reduced the numbers on Cooldown. The idea is mostly to give killers their own version of Vigil. I feel like this would mostly be useful with Starstruck and maybe Make Your Choice, though it'd help with perks like Dragon's Grip and Oppression as well (which have absurd cooldowns)
And I put Icy Stare on an 80 second cooldown. Mostly the idea of this perk is to prevent survivors from hiding constantly when it's down to 1 or 2 people. Now it's sort of like OoO for killers, but shows the furthest survivor, rather than the obsession.
