At first I thought it was my Internet messing up but noticed everything else around me was moving normally.
The bug was when I tried to go up some stairs in the Gideon meat packing plant. Skip to 6:58 in the video and I get stuck until the pig downs me over a minute later.

I just had this same issue but with a different set of stairs - ones next to one of the gates (it was the set on the left when facing the gate). Luckily I wasn't in a chase at the time, but I could not get through from either direction. Another player also said they had the same issue in the post-game chat.
