Full heal not working with med kit

Perks: Dead Hard, Deception/Windows of Opportunity, Borrowed Time, Iron Will

Item: First Aid Kit (Yellow)

Add-ons: Butterfly Tape and Self Adherent Wrap

First health state heal works. Attempting to heal a second health state causes it to stop at 99% and leave you injured. This happened in back-to-back games using the same item and add-ons. Med kit was only used to self care.

    You could have fail skillcheck. When you fail skillcheck it revert small amount of progress.

    There wasn't a failed skillcheck. You can also heal two health states using the yellow med kit with a bandage just fine, so I think the issue is the self adherent wrap or the combo of the two add ons.
