Interaction Speed Perk Consistency

All interaction speed perks (I.e. Prove Thyself, Thanatophobia, Leader, etc..) should affect all interactions.
Rather than just some of them affecting most and others only affecting some (I.e. Resilience vs Spine Chill).
Edit 1: More so referring to Skill Check or Hold One Button actions such as Cleansing Totems and Opening Chests. Not Vaulting or movement based actions.
