Spawn of totems : bug or feature?

Seems like totems spawn now only if killer has hex. 1 game there was 0 totems on the maps, i went for all spawns, 2nd game was the same, no hex no dulls nothing and in the 3rd killer had noed, i found dull totem and disarmed noed, that was 1 and only totem on the map. Totems now respawn when killer has hex or what? Where is all dulls?
