Dull Totem Mini Rework

Clearly there is some issues right now with perks canceling each other out and survivors in distress over it. A simple fix would be to have all dull totems start the game with a silent black flame that doesn't give off outside light but shows the totem is active. Once cleansed, it will look as a dull totem does now and won't interact with killer perks anymore.

For added bonus, rename these to Lit Totem and have boons take the same time to apply as they do a hex. So after the first they'll become a dull and take the original 16 seconds. Feel like this is a quick easy fix to the current issue without really making it over powered at all.
