Yellow Medkit + 8 charges isn't giving 2 heals

Whenever I use a yellow medkit with the brown add-on that gives 8 charges it is just ever so slightly under 2 full heals. I'm not missing any skill checks and it doesn't matter if I do the heal in a single action or get interrupted.
Also just remembered that this is the case for the halloween medkit seeing as they are functionally the same.
