Killers have little time without the Corrupt Intervention perk

What I mean. Take the immobile killer. The match begins. Survivors sit down for genes. The assassin finds 1 survivor, begins the pursuit. The gramonto survivor runs and uses the map's resources to keep from falling. And by the time the survivor is on the hook. Already at least 2 genes will start. What is the killer to do in this case?

There was a time where the devs were going to implement some kind of early game system so killers had a bit of time before gens to locate and chase the first survivor. But it was scratched, because why change base mechanics when they can sell us perks to solve issues.
