When are DC penalties going to be restarted?

Seriously, it feels like the olden days where survivors DCed because they got downed first.
DC penalties need to come back.

Someone else just posted a thread about how they just got a DC penalty after being disconnected. So they appear to be on.

They are ON, my internet crashed twice and I got a 3 min penalty or so
