A lot of improvements for the game
Here you have some ideas to balance the gameplay and make it less disgusting:
- Avoid tunnel: Hook the same survivor in a row will not give points, instead it will subtract points.
- Avoid slug: The recovery progress made from a survivor in the dying state will be equivalent to the progress of the wiggle (If you recover the 72% on the dying state, you will only need to wiggle the 28% remaining).
Now that some improvements have been made for make the gameplay cleaner, it's time to help the killers a bit with:
- Avoid frustrating chases: Bloodlust will be not lost after break pallets or walls. It will be lost if the killer gets stun.
- Avoid generators rush: The repairing speed of generators are slower. Also, survivors at the lobby will have restricted one item type per survivor. (To avoid the “Built to Last + 4 Toolbox combo” or 4 lanterns compositions)
Also, for make the game more like teamplay game:
- The longer a survivor is in the hook, the more points are taken away from the team. (This will prevent survivors from rush the generators and avoid help their teammates)
Also, some killer powers need to get a bit nerfed to not be that overpowered:
Plague:
- After hit a survivor with the Ingest Corruption, it runs out.
- You no longer need to cast to get the Ingest Corruption. You can take it by being near a Pool of Devotion (But still need to click, so you choose if take it or not).
Trickster:
- After putting a survivor into the injured or dying state with the power, it runs out and lose all charges.
- The starter blades are reduced to 30.
Ghost face:
- You only get undetectable by being crouch.
- You only can stalk from corners.
Legion:
- Hitting a survivor with Feral Frenzy active no longer put it into the injured state, only inflict deep wound.
Pig:
- Survivors with a bear trap will now have only one Jigsaw box marked to take it out. That Jigsaw box will precise more time to take out the bear trap and will have harder skill checks. Also, if you fail those skill checks, only will roll back quite the progress bar but no alert the killer.
- The bear traps will be activated once you get unhook, and you will have 90 seconds to take it out.
Cenobite:
- The Cenobite will be now forced teleported to the Lament Configuration once this will be resolved.
- If you’re in chase and the Chain Hunt is active, you’ll not suffer it.
Miscellaneous changes:
- Nightmare new feature: You can choose from use Dream Pallet or Dream Snare before the game starts.
- Boon totems will now get destroyed by the killer instead of snuff out. Also, the sound range is reduced to the same as a Hex totem.
- When a survivor enters in struggle phase, the animation will no longer lock the camera.
Possible new features:
- Minigames (All minigames will still letting the survivor move the camera to monitor the surrounding):
- Chests: To open chest will pop up a lockpicking minigame instead of holding the M1.
- Clean totems: To clean totems will pop up a minigame where is an image of a totem tied by ropes and you’ll have to cut the ropes in an order to clean the totem.
- Bless totems: To bless totems will pop up a minigame where is an image of a totem and you’ll have to draw some glyphs in the skulls to bless it.
- Repair generators in the wires side: To repair the generators from the wires side, will pop up a minigame where you need to connect cables in an order continuously.
- Repair generators in the pistons side: To repair the generators from the pistons side, will pop up a minigame where you need to pull up and down 3 switches (until you find the right combination) continuously.
- Change the dynamics of repairing generators to something that has to do with the theme of the map, e.g.:
- In the Yamaoka Estate, make 5 rituals instead of repair 5 generators.
- In the Léry's Memorial Institute, repair 5 wall machines instead of generators.
- Killers playable by 2 players but extremely hard to use, e.g.:
- The Double head: One player controls the movement and the camera of the killer while the other player controls the M1 and the skill. The skill could be something like: They both get chop in a half for X time, moving slower (since both walk jumping on the lame straw) but both being able to hit survivors. After X time they will start getting attracted one to the other until they joint again.
- The Twins: 2 playable killers united by a cord. Both can move independent but not separate more than X meters. The killer with human model will have to hit first to wound a survivor and send him to the other realm, so the killer with ghost model can hit the wounded survivor and put it down. Both shares hit cooldown, so if the human killer attacks, the ghost killer cannot perform an attack. (The human killer will have hitbox, but the ghost killer will not have it to avoid killers make a double hitbox block). Also, their skill could be something like: Both must get face to face to cast the skill. Once it is cast and activated, they will joint and will be able to double hit a survivor doing M1 + M2 (Both attacks will be independent of cooldown and will count like an attack each) but the human killer will be the one that takes control of the movement while the ghost killer will take control of both weapons (M1 and M2)

Also, what you both mean exactly with "low tier killers"? That the killers are too easy to use? That the killers are not frequently used? Or that a random website told you that they're low tier so you say it?
Whatever it means, a guy that knows how to play as killer an have the right perks for them, will make always a 4k
And it's kind of sad that both commentaries are about the nerfs to killers with kind of broken powers and you said nothing about the rest fo the post, that could be the most productive to the game, but... maybe it's my fault for try to fix this metagame where the killer tunnel and slug when the community is already too toxic for even care about.

I appreciate that you're trying.
"Low Tier" means that the killer is pretty hard to use effectively, especially at higher levels of play.
For example, yes, a highly skilled player will do well with Legion against worse players, but Legion has the least intimidating power in the, as it has very low lethality or game slowdown.
