Why do I have the perks for my unleveled survivors

So I'm trying to get all my survivors to level 40 but my character I'm leveling up right now has the perks for Nancy and Steve why? Do I have them du to the stranger things thing going on or what, I don't think I bought them from the shrine thing. Any help is appreciated cause I want to earn the perks and I feel like I'm cheating getting the like this and that's why I also haven't bought perks from the shrine thing thank you.

    The perks have been changed to not be teachables anymore but they are now generic perks like Spine Chill, We‘ll Make It etc.

    its because the chapter won’t be available anymore and then the perks would not be available anymore.
