Pop needs a rework
Why? Because you have basically two good regression perks. Ruin, that is high risk because you can lose it quickly even combined with undying and Pop, where you have to get a one time, timed use by hooking. All others are not reliable enough to justify em on the most killers.
Pop should have no cooldown and his hooks stack. You can use it when you want to use it.

The problem with that rework is you just save it for the end of the game and a 3 gen holdout when the killer has a few stacks would be really unfun and unfair but also it affects the game throughout since now a 3 gen strat is even stronger and easier to get into and even strong / easier to maintain since survivors can't counter it unlike ruin which can be cleansed

They recently nerfed the timer window you have before it runs out for... reasons? They're certainly not going to give it a gigantic buff like no timer at all.

it's garbage, not realiable slowdown perk, if you wanna run slowdown there are bunch of other much better options
it became bad since the duration nerf, 45 seconds i just not enough to comfortably get to a gen that is progressed well enough for the perk to do something, without loosing the insane amout of time you spend by walking to that generator, most of the times that 25% regression is just offset by the time it takes to get to the place
also I'd love survivors to know how it feels when you played well and suddenly all your progress gets denies by one tap of a button (hold in killers case)

Yes, because behaviour does everything right and not that they fail major in many aspects.
But if you want to keep on the tunneling and camping meta, you can let it as it is.

The way Pop works encourages you to leave the hook and find a gen. It's an anti-camp perk.
Pop is a strong perk and it always will be. It has a drawback in that it's a gen-kicky perk, and kicking gens will always feel like a waste of time, but of all of them, Pop gives you the best value.

It's a "strong" perk, because you only have one good alternative, that is high risk. That is a pretty bad balancing and has to change.

Ruin is a terrible perk if you can't pressure survivors off gens.
I find Jolt and Thrilling Tremors to work much better as slowdown. In fact Pop combos better with Thrilling, as it can either protect a gen until you get to it and Pop it, or it shows you exactly which gen you need to Pop.
Pop, Jolt, Thrilling, Ruin, and in the right hands Thanatophobia. That's plenty of viable slowdown perks. What's so bad about that balance?
