New Killer Idea: The Impaler, Vlad Tepes

"As a young boy, Vlad grew up with his father at the royal court of Wallachia, he never had any expectations to rule as he was the second in line to the throne. One day, when he was 6 years old, his father was called to a meeting by the Sultan, but it was a trap, the Sultan took both Vlad and his younger brother, Radu, as prisoners, to ensure his father's loyality.
Since that day, Vlad received a quality education at the Ottoman court, he learned the ways of politics and military from the brightest minds of the Ottoman Empire. Rumors have been spredead about the harsh treatment he received as a political hostage, but while young Vlad would become bitter and resentful for his treatment, his brother Radu would fully embrace the Ottomans, including their religion.
One dreadful day, he heard news that his father and older brother were betrayed and killed by the Transylvanian and Wallachian nobility. He thought this was the end for him and Radu, but the Sultan had other plans. Already groomed to be a prince, he proved a perfect candidate to take up his father's throne of Wallachia. The Sultan would have prefered Radu as he was more obedient and loyal to the Sultan, but he could have never been accepted as prince of Wallachia due to his conversion to Islam, Vlad will have to do.
With an army from the Ottoman Empire, Vlad took the throne of Wallachia and his bloody reign began. He would impale murderers, thieves and beggars alike. In his own words, departing them for a better life in the heavens. The legend says that during his rule you could leave your gold purse unattended in the marketplace without fear that anyone would steal it. Indeed, Vlad would often test the people like this, and they have learned to fear him.
One day, Italian merchant travelled through Targoviste, the capital of Wallachia, his belongings were stolen and so he reported to the guards. Vlad quickly found and impaled the thieves, then returned the merchant's belongings. The italian merchant expressed his gratitude to Vlad but added that he has found a purse of 70 gold that he didn't have before. Vlad told him "good, it's good that you have told me, or I would have impaled you next to the thieves, you can keep them as a reward for your honesty".
While his population lived in fear of his absolute justice, the men that betrayed and murdered his father would know his wrath. For he has invaded Transylvania and plundered the land of the noblemen that once called themselves his father's friends, the burned their villages, killing women and children alike, until they have learned to fear him.
But the worst fates were suffered by the Wallachian nobility that betrayed his father long ago. Under the pretext or reconciliation, he invited them all to a great feats, the food and ale was plentiful. Then, at the end of the feast, Vlad locked the gates, binded them all in chains and made them slaves, forcing them to carry the stone needed for building his new castle in the mountains. They worked day and night, when the castle was finished, they were finally impaled, which may have been a relief to some.
But Vlad's cruelty and ambition wouldn't stop there, like his father before him, the stopped paying tribute to the Ottomans. When the tribute collectors came to visit the royal court, Vlad asked them to remove their turbans in sign of respect, they refused, and Vlad declared that if this is how things are, they shall keep the turbans forever on their head, and nailed the turbans to their heads.
Hearing of this, the Sultan prepared an army to march on Wallachia, but they were defeated. And so the Sultan gathered an even stronger army that he would led himself. When reaching Wallachia he made a stop with his army. Only to be attacked in the cover of the night by Vlad's vastly inferior army, they broke the Ottoman ranks and reached the Sultan's tent, unfortunately for Vlad, the Sultan wasn't in his tent at the moment of the surprise attack. The momentum was lost and his army retreated into the night.
Advancing towards Targoviste the next day, the Sultan has learned what happened to the previous army. A forrest of 20.000 impaled Ottomans was laying in front of him. The blood and the horror was too much for him to endure, and so he retreated to Constantinople leaving Radu in charge.
Vlad retreated to the mountains of Transylvania, waiting for the Hungarian reinforcements. But just like his father before him, Vlad was betrayed by the Hungarians and imprisoned. In prison, he tortured rats for enjoyment. It would be 10 years before he would finally be set free. As he found himself a free man, he set to reconquer the throne of Wallachia again.
With Vlad once again on the throne, the Sultan sent army army while Vlad left Targoviste with an army of his own, never to be seen again. Lost in a dark night on the road to battle.
Although it doesn't appeal to his idea of justice, the survivors being innocent of a crime, Vlad nonetheless enjoys torturing his victims and view the Entity's games as a blessing where he would glarly spend the rest of the eternity.
Enjoying the suffering and the despair from the games almost as much as the entity would. The Entity has granted him powers according to the legends he left behind."

(The skills & perks are debateable)
SKILLS:
The Bite -> Vlad's alternative attack bites his victims, bitten victims are always visible until healed.
PERKS:
Red Forest -> The hooks are replaced with spikes that the killer can use to impale his victims. Impaled victims are 10% faster to be sacrificed to the entity and it takes 10% longer to rescue them from the spikes.
Cruel Justice -> Vlad's cruel sense of justice seeks to punish the survivors trying to take advantage of the entity by cheating the game. He gets some stats for every survivor holding an item in hand.
Betrayers -> Vlad's cruel sense of justice is cast upon those who let their allies to die. For every survivor sacricied to the entity, Vlad gets better speed.
I don't know, I'm not very good at skills & perks design, but the idea of Vlad the Impaler is cool. It could either be the real Vlad the Impaler as he was already horror enough, or a Vlad the Impaler that the Entity gives him powers to match is "Dracula" legend with bats & bites and extra weakness to light.
