Plague: Does a survivor have to be fully infected to infect gens and teammates?

Lets say Plague downs and hooks a survivor that isn't infected. She vile purges on the hooked so that he is now infected but not fully infected.

If a survivor that is not infected, unhooks his teammate, the infection wouldn't get onto him, correct?

Another scenario: Plague vile purges on a survivor. He got infected but is not fully infected. He works on a gen for a few seconds while still not fully infected. The gen wouldn't be infected yet is my assumption.?

    Survivors can only infect gens and teammates when they are fully infected (reaching the broken status effect).
