Yes, it does increase your chance of getting Items / Add Ons / Offerings of a higher quality in your bloodwebs for the character you have prestiged with both sides, Killer and Survivor, getting an equal treatment here.
However, one thing to note is, that this is a very minimal increase and you will barely be noticing it.
the main point of Prestiging a character in this game is to gain access to their bloody cosmetics and bragging rights when you can show off that sweet, sweet 3 next to the characters portrait to friends and such.
This was a decision made by the Devs to ensure Prestige would not feel like a necessity to newer players or in general players who dont have the time on their hands to grind those extra 150 Bloodwebs per character (considering they'd pretige right away and not continue leveling the character prior to doing it, which would increase this number).

It does, but the increase is so small is not noticeable at all.

UNFORTUNATELY yes it does.... A higher chance to get a strange bulb , pink map/key is BAD.
