What causes Iron Will to not work?

Affected By: Hex Plaything.
Situation: Was downed as last survivor, but was making full noise. Iron will was greyed out and inactive on my bar for some reason.
Any advice?

Nothing. Chalk it up to DBD being a broken, buggy mess.
Edit: I skimmed like an idiot. Iron Will doesn't work when you're downed.

Iron Will only works while injured. This does not include the dying state (slugged).
