Let's talk about the Doctor's movement speed
To give this topic context, below is a list of most of the killers' movement speeds while they are charging their power, for example charging their chainsaws, holding shred or placing crows and puddles of blood.
The Clown: 4.6 m/s
The Nightmare: 4.0 m/s
The Demogorgon: 3.86 m/s
The Trickster: 3.86 m/s (Initially) 3.68 m/s (After constant throwing)
The Nemesis: 3.8 m/s (Tier 1+2) 4.0m/s (Tier 3)
The Deathslinger: 3.74 m/s
The Hillbilly: 3.68 m/s
The Artist: 3.68 m/s
The Executioner: 3.68 m/s (Charging) 4.4 m/s (Walking)
The Plague: 3.6 m/s (Charging) 4.4 m/s (Holding)
The Cannibal: 3.45 m/s
The Doctor: 3.08 m/s (Shock Therapy) 1.16 m/s (Static Blast)
The Huntress: 3.08 m/s
Do you see a problem? I bet you are as "shocked" as I am. The Doctor has one of the slowest movement speeds in the game when charging his power, same as a killer who can injure from range. Even the Cannibal, who is the next slowest charger, moves at 86.25% movement speed, almost 10% more than Doctor's 77% movement speed, and the Cannibal can instadown! Combined with the fact that it doesn't injure like other powers and it doesn't stop survivors who vaulted 0.000001 seconds before the shock, makes this anti loop killer pretty bad at stopping loops.
Therefore, the Doctor needs his movement speed increased while charging his Shock Therapy, so that he doesn't lose as much distance while using it, making his power more appealing at stronger loops. The devs could also consider increasing the movement speed of his Static Blast as well, as 1.16 m/s is unbelievably slow and increasing it would be a good QOL buff. If you wanted to buff the Doctor further, you could make it so the Doctor interrupts vaults or drops if they have just started the interaction, like you can stop a vault 0.1 seconds after the survivor starts the interaction. However, the main focus should be improving his poor movement speed.

Can agree with this.
Doctors power in practice is probably most similar to Freddy's out of those options, but in being able to prevent a vault and trap survivor in place it can be more effective, so he should be slower than Freddy.
However 3.08m/s vs. 4m/s is pretty huge.
He should probably be more comparable to Plague or Executioner at around 3.6m/s.

I would argue that his power is more like the Artist, as she can shut down loops with her crows and prevent survivors from vaulting as they have to dodge or take damage. In addition she has ranged attacks and map pressure, while having 15% more speed while summoning crows.
The Doctor should at least be 3.68 m/s while charging his power like the Artist.

he would likely be too strong. the current doctor power does help doctor in a chase, but it doesn't allow him to outright cancel every single survivor action. only most important actions. If his shock therapy movement was increased, he could virtually cancel every single survivor action with very little negatives and constantly spam his power with no drawbacks.
current power forces doctor player to selective choose his shocks and you need some timing and precision to get it right. you need to do combination of shocks and make reads as m1 killer to get most out of his ability. Basically if you just recklessly just spam your ability with no thought process behind it, His shock therapy will make chases longer rather than shorter.
fun fact: If you think he is slow now, you should seen him before he got reworked, He used to have this mode called treatment that made him move at 110%. He was even slower than he is now.
If it were to get changed. it would be need very minimal increase. maybe 3.4 at most.

Give Shock Therapy a cool down and Static Blast a longer charge time, and I’d be fine if his charging movement speed were increased. All the screaming is so dang annoying.

I think the reason Doc is so restricted is that he is the only killer in the entire game that can physically prevent survivors from doing anything. That is a pretty huge deal and a nightmare to balance.
I'm not arguing whether or not it's needed but I can understand the devs erring on the side of caution.
