The items are not tied to the event.

this one es , you can get it only during halloween event

You can get it only at the event but that doesn't mean you can only use it in the event. Dunno why killers can't use the serum on events though.

cause game is surv sided

that item is from an expired event and shudn´t be there right now as killers add on but it is cause the game is surv sided
