The Devs don't care about high-level, survivor play

And it will hurt them. When a good asymmetric competitor comes out, like VHS might be, where the high level play is balanced, then DBD won't be able to get away with balancing for the "casual" survivor.
At the highest levels, survivors are the power-all role, a total reverse of the design of the game. When killers can (albeit before nerfs) compete with these levels, naturally these killers trounce lower levels. Then they get nerfed and the highest rank survivors once again overpower skilled killer players.
It is frustrating for someone who has put hours into this game on both sides, and honestly I'm ready to jump ship when a better alternative becomes available. Devs need to start caring about the killer base's experience at all levels or the game because it will catch up to them.

I feel your title is misleading, given your commentary (which I agree with).

And to make things worse, they are balancing the game based on the average kill rates, but don't show the data for kill rates X MMR numbers, so we have no way to know how this kill rates are on high-level play.

i don't know what they think
killer's abilities can help their chase directly but survivors does that with perks,
low mmr survivors generally don't have best exhaust perks or 1up perks so they can't counter or didn't adapted with wraith yet
and i think even that only happend in lowest mmr

Game is hilarously survivor sided, if you play you just have to accept it or move on the Devs don't care...Sadly.
