Why is Huntress Lullaby even a Hex perk?

In my experience, i never have the time to build up stacks of huntress lullaby... the only exception is when the survivors are way weaker than me. So, i thought of two ways to fix this perk:

-if you want it to be a hex, make it work at full power since the start

-if you don't necessary want it to be hex, just work the number of hooks it needs to activate (you could make the perk starts to work only on the fifth stack)

    And make it work again with all skill checks, instead of only those of healing and repairing gens...

    I think Huntress' Lullaby can do with needing less stacks. On 3 or 4 it will be full power. Devour Hope has the same amount of max stacks, but on 3 it can already cripple survivors if they don't cleanse it on time...

    The fact Lullaby is at full strength after 5 hooks, and the effect is arguably not as good as Devour, makes it just not viable...

    If you wanna get rid of the stacks: another way of doing it could be, you don't hear skillcheck warnings while a survivor is on hook.

    Yeah. It’s not that strong to warrant being a Hex. I would be okay with it having its full effect from the beginning or gaining stacks faster/easier and not by hooks.

    Ruin is stronger than Lullaby and doesn't need stacks. This is why i don't understand the current situation.

    Even if it's kept as a hex, could at least have the effect that doesn't depend on the stacks - increasing the penalty for failed skill checks - to remain even after the totem is gone. That wouldn't be much at all, but at least you would still get something from the perk. Its only use is for impossible skillchecks builds anyway.

    It would be "op" for beginners.

    Remember when they changed Doctor's skillcheck to no longer interact the huntress lullaby, a "meme" build who terrorize noobs.

    Yeah, it would be the same issue as old ruin skillchecks kinda. But, whether you make it fullpower as a hex... or you rework the perk to do something else entirely. Cause, to be honest, there is some wasted potential here.
