Not basekit, no. Shadowborn should be a toggle in the options menu for people who want it, and the perk should be completely redesigned to do something else.

Yes, I do think that a setting in most games should not require a perk slot. Some people, myself included, find the base FOV to be uncomfortable after long periods of play

The advantage is so minor I see no reason to leave an FOV slider out. It's an accessibility option locked behind a perk slot, you shouldn't need a perk slot for FOV.

Survivor stealth is built around the limited FOV of the killer, unless there are massive changes to how stealthy survivors can be (which there wont) after killers can increase their FOV to just see whatever they want, then the answer will always be no.

Not everyone is going to use max FOV for it. Some will make it less than the maximum to suit their desires, even staying at the default as well.

There is literally no reason to not have an FOV slider. You could say it gives the killer a competitive advantage, and it is somewhat true. But only because it sets the FOV to what it should be normally (depending on what FOV you prefer), so of course a killer player would do better with it.
Restricting changes to the FOV for killer on perks is just a bad move overall.
It was the exact same issue with bloodhound. Bloodhound was run very often by people who are colorblind (before colorblind options were finally added) so they can actually play the game comfortably. And people who run shadowborn do it for the same reason, so they can play the game comfortably.
Give us an FOV slider. It is a very simple QoL change.

It would be better to have a slider with it so that people can customize their FOV to whatever is more comfortable.

Kilers would be forced to play with the highest FOV possible because of the amount of visibility it would provide. The whole purpose of killer is to find and spot survivors, so if a killer played at a lower FoV they would be nerfing themselves at the cost of increased visual comfort. Locked FOV is a must in any competitive game imo
