Dead Dawg Saloon bug, survivor stands on wheelbarrow next to gallows, no Dead Hard

Bill in my game figured out how to get on top of a wheelbarrow next to the gallows in Dead Dawg Saloon. I couldn't hit him with a basic attack, and couldn't get onto the wheelbarrow myself. Only Victor could reach him. Dead Hard was NOT involved.
