Fun fact: we could very easily tell that they weren't done by Pinhead's actor, Doug Bradley. He's a Brit, and doesn't pronounce the /r/ in apart. The voice-actor that did DbD Pinhead does pronounce the /r/.

Mathieu Cote said in an interview where they asked about the voicelines that he couldn't say much but what he could say is that the devs miss them too. To me, and I'm sure others, that implies the voicelines leaving was out of their control and they aren't allowed to bring them back.

It's complicated. When it comes to licensed characters with a very obvious face/voice, even something close to that likeness becomes dangerous ground. Once money is involved, 'Fair Use' is essentially a nothing-term these days, even in cases of obvious parody.
It's why the Starlord in that new Guardians game doesn't sound anything like his movie counterpart.
My guess is that Bradley (or someone else who portrayed Pinhead) sent BHVR a threatening letter and they didn't want to risk the cost of a nuisance lawsuit, even if they won. A huge shame - and why I'm always more excited for original killers.

They most likely will add them back and Im gonna assume Pinhead wont be the only character to come with voice lines. I highly doubt they would add subtitles to the game and only use them for Trickster

I like to think that Pinhead can't speak because he came too much and his mouth is just so full he can't talk anymore.
It's a bit disturbing, but since the license holders clearly had it removed because they didn't like people making fun of his "I came" line, I thought they'd appreciate that theory.
