Sadly it cannot be done. The game is simply too focused on the direct ability to instantly recognize and understand what survivor you are chasing, and what status they are in. As a killer or survivor you constantly have a little diagnosis running in the back of your brain. "I've hooked that elodie twice." or "That elodie was running towards shack." with a custom character, especially in numerous volumes, it suddenly becomes much more difficult to remember who has done what and what their status is. it simply wouldn't work.
Oh and BHVR couldn't turn them into a cosmetic money machine
