Pain Resonance + Deadlock combo?
Pain resonance blows up gen for 15% when somebody is hooked at a scourge hook and deadlock blocks a gen that has most progress after another gen is done. My question is does the gen blow up if it is blocked. I know the blocked gens can't regress passively but can instant regression still work?

It blows up but it doesn't apply the 15%, it'll just start regressing when the gen gets unblocked

If that's the case then it's most likely bugged. Gens are suppose to take the damage from perks like Jolt or the new scourge hook perk while blocked.
The only thing that the block should do is pause the regression

I don’t know if this is true because Ruin/Deadlock would be devastating.

Blocked gens don't regress so ruin doesn't do anything on a blocked gen.
It's the damaging portions of perks that should work
